    Responsibilities

    Functional Responsibilities:

     

          The contract System Analyst shall develop modeling and simulation studies that optimize mission planning by assessing the characteristics and performance of foreign integrated threat weapon systems across the air, land, sea, and cyber domains. Duties include creating system-of-system scenarios, mission planning, asset operations, operator training, threat analysis and data transfers. Through this assignment, the analyst will develop study plans detailing measures of effectiveness, assumptions, limitations, variables, run matrix, operational and M&S architecture. They will analyze complex US mission plans performance against the foreign threat systems to identify strengths and weaknesses of the plan as well as providing feedback on potential improvements. The analyst will analyze, brief and provide feedback to customers and management after studies are completed. They must also be knowledgeable of the use and output from intelligence center partner models including models such as MSIC, NASIC, ONI, and NGIC. Collaboration with both blue planners and foreign weapon system analysts is essential to ensure scenarios and results match the assessed threat will support customer requests.

     

     

    Job Duties:

    • Identify system problems that are of an unusual or complex nature and develop corrective action
    • Design data products, processes, or programs that enhance functional area management and provide for increased organizational optimization of IT processes
    • Oversee the installation and configuration of applications software and the establishment of user environments
    • Troubleshoot and analyze unusual or complex hardware and software malfunctions to resolve physical and logical processing problems and recommends acquisition of equipment, software and/or hardware which will resolve operational problems
    • Identify corrective or preventative procedures and takes actions to rectify immediate problems and prevent future occurrences
    • Perform testing, troubleshoot, and correct complex or unusual problems involving interface and interoperability of system components such as hardware, systems software, and applications programs
    • Ensure maintenance and upgrade procedures are established in such a way as to minimize disruption to normal business functions of organizations within the installation
    • Provide proactive consultation and instruction with system users to ensure seamless implementation of changes
    • Troubleshoot complex problems and provide support in a manner that minimizes interruptions in the customers' ability to carry out business activities
    • Coordinate with other IT specialists and management in identifying and correcting unusual or unprecedented problems and providing innovative approaches to solving them
    • Test and evaluate current and proposed equipment and software enhancement and advises management regarding acquisition proposals designed to enhance mission accomplishment through automation
    • Analyze complex processes and / or a variety of unusual problems, questions, or conditions relative to the design and/or selection of management information systems and applications software technology
    • Evaluate vendor-developed software available over the counter to ensure defined subject-matter requirements can be accommodated
    • Establish controls for data privacy and security in info systems
    • Participate as a key member and advisor on special committees mid special projects designed to study methods to enhance the use of information technology throughout the installation
    • Participate in developing plans for enhancement of the system environment, developing functional and technical requirements for acquisitions, conducting cost benefit analyses, feasibility studies, and related activities

     

     

     

     

    Qualifications

    Experience Requirements:

    • Information Assurance (IA) Certification is a condition of employment. This position includes IA work as a paramount duty requirement. Per DoD 8570.01-M, the employee of this position must achieve the appropriate TA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position
    • Experience with DoD modeling and simulation environments, to include EADSIM, AFSIM, Suppressor, or an equivalent DoD used system
    • Experience supporting customers through Modeling, Simulation, and Analysis
    • Ability to develop Integrated Forces Analysis study plan detailing MOEs, assumptions, limitations, variables, run matrix and M&S architecture
    • Experience with executing run matrix and analyzing results
    • Experience managing mission operation major modeling and simulation studies to include scenario creation, mission planning, asset operations, operator training, threat analysis and data transfers
    • Expertise in Technical Problem Resolution and Software Tool Development Research is needed to develop innovative ways to overcome technical challenges that impede modeling foreign missile systems for SMAC customers. Study state-of-the-art techniques and apply those techniques to advance Mission Planning Modeling and Simulation capabilities to meet the needs of SMAC. Develop tools to facilitate accurate and efficient use of the models
    • Expert collaborating with DoD organizations and other government agencies on Integrated Forces Analysis for Mission Planning and CCMD projects
    • Past participation in Intelligence Center and COCOM discussions, working groups, or exchanges, candidate analytical studies

    While performing the duties of this job, the employee will regularly sit, walk, stand and climb stairs and steps. May require walking long distance from parking to work station. Lifting may require floor to waist, waist to shoulder, or shoulder to overhead movement of up to 20 pounds. This position demands tolerance for various levels of mental stress.
