Functional Responsibilities:


This position will manage high complexity external transactions with subcontractors in support of prime contracts primarily for the US Government. 

Responsibilities will include performing the following for assigned subcontracts and assisting others in the department in the performance of these tasks: 


  • Participate in the source selection process and development of cost proposals during new business pursuits, working collaboratively with the MPM, the IPT leads and proposal management personnel 
  • Ensure the protection of proprietary information during discussions with subcontractors and prospective subcontractors by providing guidance to internal stakeholders and initiating, where required, Proprietary Information Agreements 
  • Perform prospective subcontractor due diligence, including FCPA and other required compliance matters 
  • Monitor and develop market strategies 
  • Support assigned proposal efforts; plan requirements and activities and manage to plan 
  • Work with internal stakeholders to ensure the development of Statements of Work, prime contract flowthroughs, award fee plans, schedules, pricing instructions and other matters appropriate to subcontractor solicitation requirements 
  • Manage and provide guidance on the selection of Subcontract cost types including but not limited to fixed price and cost reimbursable agreements such as time and material and labor hour 
  • Perform risk assessment, identify potential risks and impacts, and develop mitigation plans 
  • Develop and issue solicitation documents to prospective sources and manage to ensure complete, timely and compliant responses 
  • Perform or support evaluations leading to the selection of qualified subcontractors, and recommend subcontractors with respect to cost, delivery, contractual compliance and socio-economic status 
  • Support alternate sourcing actions (when applicable) 
  • Develop pre-negotiation strategies and lead supplier negotiation including but not limited to complex high value subcontracts 
  • Issue and sign transactions within authorized limits 
  • Perform documentation write-ups in accordance with Company policies and IIS Supply Chain work instructions 
  • Oversee the management of subcontractors’ performance and effectiveness 
  • Perform post-award management in accordance with an Integrated Supplier Performance Management approach 
  • Maintain strong business relationships with internal and external stakeholders associated with assigned Subcontracts throughout all IPDS Phases 
  • Manage the reporting of subcontractors’ performance utilizing the QDI tool, Critical Supplier List or other report formats, as required 
  • Manage the financial and administrative tasks of assigned Subcontracts to ensure subcontractors are meeting their contractual obligations, including but not limited to ensuring compliance with all regulatory requirements and public laws 
  • Verify funding availability, handle invoice approval and processing; identify and resolve billing issues 
  • Develop solutions in resolving supplier contractual issues, including those that may have no precedent and require a high level of creativity 
  • Contribute to process improvement of the department. Maintain all files and records as required by Policy 



Experience Requirements:

  • Bachelor’s Degree preferably in Business Administration, Supply Chain Management, Contract Administration, Economics or related discipline. A minimum of eight (8) years directly relevant work experience may be considered in lieu of bachelor degree
  • 6+ years’ experience including, but not limited to Contracts and/or Subcontract Management and overall business experience
  • Ability to provide leadership for subcontract management initiatives for assigned Programs
  • Ability to develop and manage critical subcontractors
  • Ability to brief leadership on subcontractor performance
  • Knowledge of and experience in the areas of the FAR, DoD Federal Acquisition Regulation Supplements (DFARS), and related laws and regulations affecting Government subcontracting
  • Able to initiate and manage cost reimbursable type transactions as well as firm, fixed price cost types
  • Ability to lead or support negotiations (price, schedule and supplier exceptions to terms and conditions)
  • Able to develop and negotiate teaming agreements, master subcontract agreements, subcontracts and other related forms of agreements
  • Proven ability to build and maintain solid relationships based on mutual respect with senior level internal and external customers, peers and team members
  • Demonstrated ability to influence key decision-makers and to effectively negotiate with Subcontractors
  • Working knowledge of Earned Value Management System (EVMS) and Risk Management
  • Ability to simultaneously manage multiple subcontracts and priorities
  • Strong communication skills are required, especially written; must be able to follow and give oral and written directions
  • Ability to perform effectively in integrated product team environment; perform as an independent contributor but with full cognizance of impact of actions to the team
  • Able to perform price analyses and coach stakeholders in performing compliant source selection justifications
  • Some travel (25%) may be required. (Must be willing and able to travel as some travel may be required)



Desired Experience:

  • Proven track record that includes collaborating with Program Management and Engineering/Technical individuals regarding management of Statements of Work and subcontractor work outputs (including cost and schedule)
  • Strong negotiation and interpersonal skills
  • Demonstrated program management experience
  • Competent user of MS Project or other Project Management software
  • Six Sigma certified to at least the Specialist level or equivalent
  • Use standard computer systems focused on supplier management processes (PRISM/SAP)
  • Knowledge of tools and Supply Chain processes

Lifting may require floor to waist, waist to shoulder, or shoulder to overhead movement of up to 20 pounds. This position demands tolerance for various levels of mental stress.
