    ISYS Technologies is seeking a Senior Shared Early Warning (SEW) Expert.

    Job Duties:

    • Provide support for future and emerging requirements and upgrades
    • Technical advice to enhance the MWFMO understanding of user training requirements and of user feedback on the quality and usefulness of available training programs

    • Assist in planning efforts with Joint Staff, other Combatant Commands, Joint Integrated Air and Missile Defense Organization (JIAMDO), Missile Defense Agency (MDA), and other organizations, to include the Intelligence Community
    • Assist in the MWFMO configuration management and change control oversight function by providing technical advice and assistance regarding proposed ITW/AA, TES, and SEW system modifications and fixes, with emphasis on incorporation of user requirements, compliance with the end-to-end architecture, and conformity to long-range development plans
    • Provide direct support to the configuration control boards through agenda development and shall provide assistance in arrangement of meeting times and locations, in distribution of meeting notifications to participants, in documentation and distribution of meeting minutes, and in the tracking of resultant action items
    • Provide direct coordination with representatives from the SEWS Program Office (SEWS PO), MDA, Air Force Space Command (AFSPC), Defense Information System Agency (DISA), JIAMDO, Integrated Broadcast System Support Office (IBSSO), JS, OSD, Secretary of the Air Force/International Affairs, Space and Missile Defense Command, U.S. Army Strategic Command, Naval Network Warfare Command, Intelligence Community, and Project West Wing
    • Assist in the review and coordination of approximately 150 staff packages annually, to include use of the Task Management Tool and preparation of hardcopy General Officer/Flag Officer coordination packages, as appropriate
    • Support the evaluation of the Kinematical Correlation capability in Global Command and Control System (GCCS) and the Command, Control, Battle Management, and Communications (C2BMC) capabilities to display a single integrated missile picture
    • Support the development of architecture enhancements and be prepared to update the systems of SEWS partners to current system standards, to include remote monitoring technology to address some of the issues that are reducing the overall system availability
    • Review various requirements documents such as the initial Interface Control Document developed by the SEWS PO and North Atlantic Treaty Organization (NATO) Active Layered Theater Ballistic Missile Defense (ALTBMD) PO and provide recommendations ensuring mission requirements are adequately addressed. The contractor shall assist in ensuring interoperability among the U.S. and Partner missile warning and missile defense systems and that resulting rule sets adhere to foreign disclosure guidance
    • Assist in the development of rule sets and conducting extensive testing, to include development of missile event scenarios, injection of recorded data using SEW Display (SEWD) and other recording capabilities, direct connection with TES components and Missile Defense Space Warning Tool (MDST) via secure telephone, and reception of Common Interactive Broadcast/Common Message Format via tactical receive equipment. Testing shall also include interoperability testing with new versions of GCCS and with active defense system, requiring extensive knowledge of tactical display processors and communications systems.
    • Support health checks by verifying the integrity of end-to-end data flow throughout the SEWS architecture
    • Support the development of interfaces and tests for providing TES and SEW data feeds to the NATO ALTBMD System and other partner engagement systems for potential use in cueing radars associated with these systems.
    • Support the development of guidance for SEW data owners for SEW-S (Space) and SEW-R (Radar
    • Conduct testing and monitor the migration of legacy broadcast and legacy message format of missile warning data to the new Common Interactive Broadcast (CIB)/Common Message Format (CMF) communication backbone of TES and report any loss or potential loss or corruption of data

     

     

     

    Qualifications

    Experience Requirements: 

    • 12+ years’ experience in missile warning policy and operations, to include strategic (SMW), theater (TMW), and shared early warning (SEW)
    • Ability to collaborate and coordinate with the other Combatant Commands, Intelligence Community, SEWS PO, MDA, AFSPC, IBSSO, and DISA
    • 10 years’ experience with the ITW/AA, TES, and SEWS architectures and 10 years’ experience in the technical and operational evolution of missile warning and missile defense capabilities. Contractor may submit multiple people, but each must have the full 10 years of experience in their area (ITW/AA, TES, or SEWS) and NOT split such as two contract employees, each with 5 years ITW/AA experience
    • Ability to brief groups ranging from 5 to 150 personnel, as well as senior leaders (GOFO/SES)
    • Ability to work seamlessly with the Missile Warning, Missile Defense, and SEWS partners
    • Proficiency in use and application of Microsoft Office products, specifically Word, Excel, and PowerPoint

     

     

    Desired Experience: 

    • 3+ years’ experience in missile warning analysis including performing statistical analysis of foreign missile launches
    • 2+ years’ experience in website development and maintenance skills, particularly in using MS SharePoint
    • 2+ years’ experience in planning, coordinating, and hosting large meetings and conferences
    • 12+ years’ experience in defense contracts management or defense program/project management and possess a certification as a Project Management Professional (PMP), or a level II or higher certification as a Department of Defense (including service level) Acquisition Professional – Program Management. Education and related experience in business management can substitute for up to 5 of the 12 years required experience
