    Functional Responsibilities:

    Provide Engineering and Analytical support: Plan, define, implement, and operational management of global communications systems to yield more effective and flexible global SATCOM support; using automated information and communications systems in networks for improved command and control;

    apply an integrated systems approach to assist with properly developing, implementing, testing, planning, and managing SATCOM;

    Assist with strategic management aspects of the responsibilities executed by J66 Space & Missile C4 Division.

    Support on-orbit and future SATCOM systems and Satellite System Experts.

    Assist with the day-to-day operational management of DoD-owned and leased

    SATCOM resources to provide authorized users with global SATCOM support as operations and evolving requirements dictate.


    Experience Requirements:

    • Five (5) years of demonstrated relevant experience with and/or education in communication principles and theory in SATCOM, access processes
    • More than twelve (12) years of demonstrated relevant experience with the following:
      • Operation and maintenance of the space, airborne, and terrestrial networks and systems specified in above Section. Systems engineering related field with a specialization in computer science, information technology, or electrical engineering
      • Demonstrated relevant experience with the SATCOM apportionment planning and allocation processes taking into consideration all ground, space, and control networks, and operational control of sub-networks for apportioned SATCOM resources
      • Demonstrated capability of performing as a functional back-up for the personnel 
    • Demonstrated relevant experience in planning and evaluating network definitions on the Milstar Communications Planning Tool-Integrated and Mission Planning Element (MPE), Joint MILSATCOM Network Integrated JMINI), Consolidated Network Planning Software (CNPS), Joint SATCOM Management and Planning System (JSMPS), and Joint Integrated SATCOM Tool (JIST)
    • Demonstrated relevant experience with scheduled upgrades
    • More than twelve (12) years of demonstrated relevant experience with and/or education in the following: Communication principles and theory in SATCOM, access processes, and related communications and computer systems specified below:
      • Military Strategic Tactical and Relay (Milstar); Time Distribution Sub-system Pre-Processor (TDSPP); Milstar Communications Planning Tool- Integrated (MCPT-I); Line of sight; Land line; Defense Satellite Communications System (DSCS); Single Channel Transponder; Ultra High Frequency Follow-on (UFO); Fleet Satellite Communications System (FLTSAT); Global Broadcast System (GBS); Integrated Broadcast Service (IBS); Teleports; DoD Gateways; Mobile User Objective System (MUOS); Advanced Extremely High Frequency (AEHF); Wideband Global SATCOM (WGS); Enhanced Polar System (EPS); Joint Tactical Radio System (JTRS) Enterprise Network Management System (JENM); Commercial SATCOM vendor operations and capabilities; Silent Sentry (SS), Eagle Sentry (ES); Standardized Process for Interference Recognition and Interference Targeting (SPIRIT); Consolidated Network Planning Software (CNPS); Rapid Attack Identification Detection Response System (RAIDRS); National Airborne Operations Center (NAOC); Airborne Command Post (ABNCP) and Distributive Command and Control (C2) Node (DC2N); Joint MILSATCOM Network Integrated (JMINI); and Joint SATCOM Management and Planning System (JSMPS), and Joint Integrated SATCOM Tool (JIST); Joint SATCOM Management Enterprise (JSME)
    • A systems engineering related field with a specialization in computer science, information technology, or electrical engineering
    • Strategic global SATCOM planning processes

The employee must be able to communicate through speech with clients and public. Hearing requirements include conversation in both quiet and noisy environments. Lifting may require floor to waist, waist to shoulder, or shoulder to overhead movement of up to 20 pounds. This position demands tolerance for various levels of mental stress.
